My reply here may help bump this one higher on the list when others do a similar search, so people get useful content that both works on any version and does not violate your license terms. This can be used on any version of Windows, XP to 10, Server 2003 to 2012 (should also work on 2016, haven't tried it yet), and it's very lightweight. And you can close and reopen your notes, change the text size, etc. I personally prefer the skin. It takes less desk space than the 'prettier' versions, but still has LOTS of options on a drop-down menu.
